People are not inert blocks of wood. People make decisions to do good or evil (assuming that they understood the nature of their actions at the time). As a result, ultimately, a person --and only that person-- can redeem themselves. So, this idea of "saving" people by reaching out to them with warmth and understanding seems off. The best you can do in "reaching out to them," is to make an offer in the form leaving the door open or helping them to realize that they can still change course, but that individual is the only person who must will themselves to do this.

In other words: Shiguraki is neither an unthinking doll nor a child. He knows the horrors he's inflicted on the world, and what he plans on doing next. Talk to him? Sure. Reason with him to see that hiding behind the pain is pointless? Of course! But, in the end Shiguraki has to be the one to pull himself back. I don't think you can "...save that little kid" as Deku put it. That just seems way off.
